Jan. 19, 2009
The monthly meeting of the President and the Board of
Trustees met at 7:00 PM on Monday, Jan.19, 2009. Those
present were President Jim Morgan, Trustees Brad
Williams, Lyle Shoraga, Ron Price, and Mike Songer.
Trustees Lovekamp and Huff were absent. Also present
were Atty. Colette McCarty, D.P.W. Rob Bratton, P.C. Pat
Carter, Treasurer Cris Perry, and Clerk Linda Ash.
The meeting was called to order by President Jim Morgan.
PUBLIC FORUM
C. Eads was present and had comments about the special
meeting in December at which time special use permits
were discussed in regards to the fair grounds. Mr. Eads
suggests the Board look into the special use and set
limitations for special use.
Minutes were read and approved on a motion by Trustee
Williams, second Songer, all yeas.
CLAIMS REPORT
Claims to be added to tonight's list include Foth-$750,
L. Hector-$120, J.U.L.I.E-$329.50. The bill from Ameren
IP has not been received yet and Clerk Ash would like
permission to pay it when it is received. Motion to
approve claims report and additions made by Trustee
Shoraga, second Songer. Roll call: Trustees Williams,
yea, Shoraga, yea, Price, yea, and Songer, yea.
DIRECTOR OF PUBLIC WORKS REPORT
Rob received two bids for new double steel doors that
will replace damaged door at the south concession stand.
One bid was for $1540 from B&B Glass and the other for
$1888 from Weedman Doors. B&B will not charge for labor
to install the doors. Motion to accept the low bid from
B&B made by Trustee Shoraga, second Williams. Roll call:
Trustees Williams, yea, Shoraga, yea, Price, yea, and
Songer, yea.
Rob also received two more loads of salt for the
Township. As soon as we receive the bill for this we
will bill the Township for re-imbursement. The Village
has used its first two loads of salt already.
CHIEF OF POLICE REPORT
Calls are down for the month. Traffic enforcement at
stop signs is in progress now. Officers are issuing
warnings now, tickets are next. Six criminal arrests
were made over the month.
Cisco report-profit for the month is $378.58. The
Village of Cisco would like our officers to start
ordinance enforcement for them. Basically this would
entail taking pictures and turning them over to their
attorney. They are working on a contract for that.
OLD BUSINESS
Edwards Plant-Colette checked with the County as to why
it was not on the tax sale and it rolls back to the
property going through a bankruptcy but there was no
discharge of the bankruptcy. She has contacted the
bankruptcy court. Chicago office is looking for the
notice of discharge. With the new states attorney there
may be a different stand on the issue. As the attorney
for Piatt County she may be able to persuade the Board
to put the property on the tax rolls.
TIF-All paperwork received by Mr. Norber and he is
currently working on the Ridgeway agreement.
Fairgrounds zoning-It is not the job of the Village to
micromanage the fairgrounds. If things are done to carry
out the special uses at the fair grounds, the Village
has to allow them to be carried out. If the fair board
feels the need to police the property by having someone
living there, the Village cannot decide what a special
use is. A special use permit lets the fair board do what
they need to do. Ciney will set up a zoning board
meeting for further discussion.
CDAP-grant and survey. The surveys need to be mailed out
soon.
Library-Their engineers will change their plans towards
the Village engineers plans but would like some money to
start the project. The Village has none at this time to
help.
NEW BUSINESS
Still working on a camera for the police vestibule.
The water committee would like to meet with the
individuals that are requesting water service outside of
town. The Village needs to see what they want and what
their plans are for it. Cost will also be discussed.
Trustee Songer will set up these meetings. They may be
negotiable about paying the cost themselves.
Post Prom contribution- In the past the Board has
donated $1000. Motion by Trustee Shoraga to make a
donation of $500, second Songer. Roll call: Trustees
Williams, yea, Shoraga, yea, Price, yea, and Songer,
yea.
Ron Hunt, Mayor of Villa Grove was not able to come due
to illness.
TRUSTEES REPORT
Trustees Brad and Lyle received an email in regards to
IMRF increase to take place in 2010. There are meeting
coming up in Jan. addressing this issue.
No further business to come before the Board and a
motion was entered at 7:50 PM to adjourn. Motion
carried.
