AUGUST 15, 2005
The monthly meeting of the President and the Board of
Trustees met at 7:00 pm on August 15, 2005 in the new
board room at the Village Hall. The following members
were present: Trustees - Jerry Morris, Mike Songer, Don
Ritchie, Rod Forbes and Lyle Shoraga. Also present were
D.P.W. Rob Bratton, P.C. Pat Carter, Atty Colette
McCarty and Treasurer Cris Perry. Trustee Brad Williams
was sitting in for President Morgan who was absent.
Clerk Linda Ash was also not able to attend.
Meeting was called to order at 7:00 pm by Trustee
Williams.
Minutes were read and approved for the monthly meeting
on July 18, 2005 and also for the special meeting
conducted on August 1, 2005.
Claims report was presented. Board agreed to hold
$500.00 from Dongoski Construction until all work is
finished at the Village Hall.
Motion to approve claims made by Trustee Ritchie, second
Songer, all yeas.
TREASURERS REPORT
A new Water Bill Adjustment Request form was presented
to the Board with a insert that states the $15.00
minimum. After some discussion the Board decided to
raise the minimum to $25.00. Motion made by Trustee
Morris, second Ritchie, all yeas. Colette to make a new
resolution. A new Water Bill Adjustment Request will be
typed up stating the new minimum. Motion to approve
Treasurers report made by Trustee Shoraga, second Songer,
all yeas.
One water bill adjustment was present to the Board.
a) Edith Jackson of 308 E. Wait St. to receive a credit
of $129.64.
Motion to approve adjustment made by Trustee Ritchie,
second Morris, all yeas.
DIRECTOR OF PUBLIC WORKS
The streets have been oiled and the alley turned out
quite nice.
Rob has been in contact with the guy who will be
cleaning the filter for the sewer plant. Would like to
push this into September or October.
Cut limbs on corner and opened up the playground sign at
Born Park on Carter Street. Did not mess with the
shrubs.
Hope to have new truck by September 15th. The bed should
be in by the end of August, and will have to be
installed.
Spoke to Porter Construction last week. Will probably be
a couple of weeks before they can get to Randy West's
house for curbing.
Swing set laid out in Born Park. Hopefully to have done
by next board meeting. Not having to move any equipment
to be in the Safe Barrier Zone.
IESA sign needs to be checked into.
The stop sign at Franklin and Lincoln needs repaired.
The intersection at Franklin and Lincoln will be worked
on when the Township gets their steel wheel roller.
PUBLIC SAFETY
Citation totals by officier and violation reports were
passed out by Chief Carter.
Working on accuring new equipment.
Received a check from State of Illinois in the amount of
$19602.00.
New camera and radar is in Pat's car.
10 total cases taken to the States Attorney. Filed
charges on 6 cases all Class 2 felonies.
OLD BUSINESS
New building permit rates go into effect immediately.
Motion made to put a one year time limit on all building
permits made by Trustee Morris, second Ritchie, all
yeas.
Bids for the Commons Area were opened by Trustee
Williams. Only one bid was submitted from Phil Flaugher.
The electrical bid was for $5275.00 for parts and labor.
After further discussion by the Board, a motion was made
by Trustee Morris to re-submit to design changes, and
bids will be open to the same local contractors as
before. Second Shoraga, all yeas. Bids to be opened at
the September 19, 2005 meeting. The Board would like to
see project completed by Thanksgiving.
Trustee Williams has contacted our current Engineering
firm along with past Engineering firms and has found
they have no architect on staff. Brad randomly selected
one and has met with him and also Trustee Shoraga. The
cost for engineering plans and bid specs will cost
$5200.00 Brad would like to form a small committee to
continue on plans for the Police Department.
A special meeting for Friday, August 19, 2005 at 6:30 pm
at the Village Hall has been selected.
Will send in bid advertisement for draniage on Friday,
August 19, 2005.
Will advertise on August 24th and again on August 31st
in the IDOT bulletin.
Open bids on September 8th, 2005 at 10:00 am, and will
be able to award it on the 19th. Will be able to get job
done this year.
No further comments on the Quiet Zone at this time.
NEW BUSINESS
Will stay with once a month meetings on the third Monday
of the month, but will hold special meetings as needed.
Water parks are coming up in small communities. Are much
more affordable than swimming pools. Will have to wait
for next year's budget, but would like to have someone
talk to the Board.
Sale of the '93 utility truck to the Township, Motion
made by Trustee Morris to sale the truck to the Township
for a price of $2000.00 when deems necessary, second
Forbes, all yeas.
May close on lot at 112 E. Wait Street by end of next
week.
a) Need to plan out paperwork for the water project so
can start at the beginning of summer. Rob to contact
Engineers.
b) Christmas on the Hill will be on December 3rd and
4th. They will have bucket raffle, wreath decorating
contest, cookie walk, Santa's house, candy store and a
parade.
c) Basketball pole setting on Durfee Street with kids
playing in the street.
d) Corner of Jefferson and South Street - cannot walk
under tree when on sidewalk , also across from the
Firehouse there is a hedge on the sidewalk. Will send
out notices to homeowners to keep sidewalks clear. Needs
to be publised on the web site and the community
calendar.
e) Water treatment plant needs to be spruced up.
f) Fall clean-up for the Village. Rob to contact Onyx to
set up a date.
g) Tire pick-up to be put on web site and community
calendar.
PUBLIC FORUM
EPA took photographs of the tire bundles and will
hopefully begin pick-up in the next couple of weeks.
Randy West would like permission from the Board to trim
the trees in the Commons. The Board granted him
permission.
Motion to adjourn meeting was made by Trustee Ritchie,
second Shroaga, all yeas.
