A special meeting was held on Aug. 26 in the Municipal
Building for the purpose of discussing drainage,
approving a liquor license for the Legion, and the
progress on the old Vulgamott Building. Those in
attendance were: President Jim Morgan, Trustees Brad
Williams, Lyle Shoraga, Terry Lovekamp, Carol Huff, Ron
Price, Mike Songer, and Clerk Linda Ash. Also present
was Director of Public Works, Rob Bratton.
The meeting was called to order and Dave Happ was here
to talk about the drainage project the Village would
like to start. Also present at this time were Drainage
District # 13 Commissioners, Trent Brandenburg, Suzanne
Shambaugh, and John McRae as the discussion was aimed
towards the drainage district. The Village needs to find
the district mains and if any laterals are tying into
it. There was an intake in the field and it needs to be
found again.
Dave will use the district maps and the Village map to
try to find these lines. There will be three stages of
the project. The first will be to meet with everyone who
has a drainage problem. This could be at a public
meeting. The second stage would be maps and surveys and
find the tiles. The third stage will be calculations for
size of pipes and ditches and cost estimates. Planning
for this project would take 2-3 months. The engineering
firm could survey the entire town which is what Dave
recommends. That way, the survey is complete and will be
useful for other projects. It will show where all the
water mains and valves are, among other things. The cost
for this would be $15,000 whereas it would only cost
between $7-8,000 just for the south east section of
town. Motion by Trustee Williams to survey the entire
town but to concentrate on the south east section for
now. Second entered by Trustee Lovekamp. Roll call vote:
Trustee Williams, yea, Shoraga, yea, Lovekamp, yea,
Huff, yea, Price, yea, and Songer, yea.
Water and sewer project-proposed water and sewer lines
on property in the new TIF district. The cost of the
water and sewer lines is the responsibility of the
developer. Dave gave an estimate for that project. The
cost would exceed $350,000 with $114,000 for sewer which
includes 10 ft pipe and 7 manholes, and $129,000 for a
water main.
Grants and surveys
The grants available are called CDAP grants. These are
to be used for infrastructure-water mains and lines. A
design grant is available for $150,000 with a 25% match
from the municipality. A construction grant would be
$350,000-25% match based on need, finance of citizens.
An income survey would have to be taken and the Village
needs 50% of the residents to be in the low to moderate
level to qualify. This survey would be good for 2 years.
The water committee would like to replace water mains
and lines in the older part of town. There are some due
dates for these grants. The income surveys would be due
by January 13, 2009 and the grant application due by
February 19, 2009. These are federal funds administered
by the state. Motion by Trustee Songer, second Huff to
take part in the income survey to procure grant funds,
all yeas.
The Board moved to the liquor commission on a motion by
Trustee Shoraga, second Williams to approve the American
Legion liquor license. Motion to approve license made by
Trustee Williams, Huff, all yeas. Motion to return to
regular session made by Trustee Songer, Williams, all
yeas.
The mayor received a call from some one from the
railroad. They would put in a bid for demolition.
Nothing can be done until utilities are removed. Also
the handicap ramp needs to be fixed. It has some warped
boards and loose boards. The PA system will be postponed
for now. By turning off the furnace in the dentist
office, that eliminates that noise.
