SPECIAL MEETING
DEC. 2, 2008
A special meeting of the President and the Board of
Trustees was held on December 2, 2008 at 6:30 pm in the
Municipal Building. Those present were President Jim
Morgan, Trustees Brad Williams, Lyle Shoraga, Terry
Lovekamp, and Mike Songer. Also present were Atty.
Colette McCarty, and Clerk Linda Ash.
The purpose of this meeting was to gather information
concerning the income survey.
The meeting was called to order by Trustee Williams.
Della Perrone, from Foth & Van Dyke, handed out sample
survey sheets and the target area for the survey. The
Village will need 75% of the 230 households targeted.
There is no need to know the income of the residents, we
will need the threshold. We will need as much
information on page 2 as possible. The most important
questions are number in household and the range of
income.
The Village is seeking a $100,00 design grant for water
mains. The Village will need to match 25% of the grant.
The grant will look at financial need, our water
rates-if we've kept up with need, the audit will be
checked, documentation of all breaks, boil orders, the
age of mains, etc. It all needs to be done by early
March. The Village will need 186 responses. The Board
may want to consider an incentive to fill out the survey
and this can be done at the Dec. 15 meeting.
Bond Abatement Ordinance # 532
Motion to approve the Bond Abatement Ordinance made by
Trustee Shoraga, second Trustee Lovekamp. Roll call
vote: Trustees Williams, Shoraga, Lovekamp, and Songer,
all yeas.
Trustee Williams ordered a copy of the Life Safety Code
but has not had a chance to review it. This applies to
buildings with occupancies of more than two families,
such as apartment buildings or other multi-family
dwellings.
Christmas bonuses will be distributed this year. They
will be in increments of $100 for full time and $50 for
part time workers. Motion to do so made by Trustee
Songer, second Shoraga. Roll call vote: Trustee
Williams, Shoraga, Lovekamp, and Songer all yeas.
Library Drainage
The library engineers want to run a drain down Madison
Street. The Village engineers don't think much of the
plan and don't recommend it. It wouldn't be deep enough,
problems with right away's, and they would recommend two
blocks instead of 2. Trustee Williams will forward the
Village engineers' information to Chastain and Assoc.
Motion to move to liquor commission made by Trustee
Shoraga, second Lovekamp,all yeas. A motion was made to
ratify the last approval of Cerro Gordo Foods for a
liquor license by Trustee Songer, second Shoraga, all
yeas. Motion to return to regular session made by
Trustee Lovekamp, second Williams, all yeas.
Fairgrounds
A special use permit can be issued to the fair board
instead of rezoning. A motion was entered by Trustee
Williams, second Songer, to petition to amend the
ordinance to add special use, all yeas. The fairground
board will need to petition to change the ordinance
also.
No further business and the meeting adjourned at 7:50 pm
on a motion by Trustees Songer and Shoraga.
